I think I agree with your main point, fan service is what it is, but context is everything. Kill la Kill and Maria the Virgin Witch are filled with blatant fan service, yet it is often used in tandem with the plot, or subversion of typical anime jokes.

I swear they broke her Self-Destruct. Half the time LOS doesn’t matter and I die through walls. I’m totally behind her not dying from the explosion and how they fixed her Defense Matrix, but don’t really think her Self-Destruct itself really needed any buffing.
