It could be misused, just like any loosely defined criteria can be misused by a person in a position of authority. But overall, I’m for it. Put in reasonable oversight and a simple enough appeal process and go for it.

To your last point about why someone would buy this over a Hyundai or Genesis (i.e., Hyundai), see your point about Lexus brand loyalty. For reasons both emotional and practical, brand loyalty in vehicles is strong.
