I rear ended someone because he decided to throw his car into reverse at a red light and back into me. In my state, a driver isn't even automatically at fault in a rear end collision. So I've gotta disagree with you that all rear end collisions are due to the driver not paying attention.

I am one, too and totally agree that the requirements placed on parents are not onerous (have a place to live, sometimes on the government dime, remember to feed the kids, etc.) yet some parents can't even do the bare minimum.
Those infants you reference are wrapped in blankets and are wearing woolen hats. These kids weren't wearing hats or gloves, nor were they wrapped up. Your infants are supervised while they nap. Not these kids. So not sure that these Scandinavian babies are relevant here at all.
