I agree that they should have to show some sort of paperwork and keep the dog on leash. I don't know how any kind of grooming standard could be enforced, though, it really is unfair to other patrons of a business, particularly a restaurant, to have to be near an unwashed dog. Poor dog allergy sufferers!
People fake having a service dog all the time and anyone can buy one of those service animal vests online without showing any paperwork. I've seen some mangy looking dogs in restaurants whose owners claim they're service dogs, but they don't act like service dogs, nor are they clean and groomed. Who wants to eat next…
