Sorry for being unclear—that was why I used Puerto Rico as an example, because I was figuring people know there is a history of racism in doubting their citizenship, etc., that would carry over if it was granted statehood. Or at least I was figuring people had seen West Side Story.

“Known issue” was perhaps a little obscure of a phrase for me to have used—apologies. It is used here to say that there is an unsolved, so to speak, history of racism being a problem with people rejecting Hawaii’s authenticity as American.

Hawaii is to a large degree populated by people of Pacific Islander (inc. Hawaiian) and Asian heritage. It’s a Known Issue that lot of people look at that sort of info and think it means that Hawaii is not really American.
