I agree Mike could have used “brutal” instead and that he didn’t meant to use it as synonym of “uncivilized”;  I myself would have used “savage” because that is the word I use for, say, “a merciless beating” (e.g. “una golpiza salvaje”, paraphrasing) as a description of that GIF.
