No worries, it will roll out to limited areas and will be entirely optional and no penalties for NOT doing it. Yet. I think the industry is years away from “mandatory” enrollment to avoid penalties. 

Because as a general rule they don’t have jobs and income and expenses. It’s teaching just like everything else that we do as parents.
