Apple's tracking was never a bug, it was completely intentional. The only "bugs" were the amount of time they were tracking and the option to opt-out. The only problem with this is that Apple didn't have to give them the option to opt-out because people with Apple devices agreed to this in the terms and conditions.

The word bug in this situation is a word CNN throws out there to mess up a news article. The whole tracking was completely intentional and for, what they thought, the consumers benefit. The only "bug" was oversight and testing on how well it would work. I think everyone getting upset about the whole situation

I think to the general public, all software engineering mistakes are considered bugs. They even stated that the actual software tracking WAS INTENTIONAL to better you location experience.
