Utility vehicles have always been less safe than passenger cars. As they are mostly going slow because they are loaded and carrying stuff or transporting people. A family car is more likely going to go fast in a highway because it can accelerate faster.
They need the ability to go off road that is why the floor isn’t low, in many developing countries the roads are either dirt or mud.
