I'm pretty sure the son of the heir gets precedence over the secondary kids of the regent. For instance, if Charles dies before Elizabeth II, William gets the throne, not one of Elizabeth's other sons. If William dies before Charles, George gets it, not Harry. I think Westeros is the same.
