Seattle isn't a big market? Pretty sure Seattle also has an average payroll of 98.3 million a year over the past 6 years. Teams like the Mariners and Royals aren't competitive because they make terrible choices in free agency/trade market and have prospects who for whatever reason didn't pan out.
