tl;dr

I am sure a MEU has basic knowledge of gunpowder reproduction, but making it like we have today would be tough. The assault weapons would foul faster and be less accurate over distance with blackpowder. Smokeless gunpowder would be hard to reproduce in that era without mining the required components.
