I've actually seen the whole season. I'm not saying that she's an outright terrible person, but I still think she did a whole lot of shitty things.
Which brings up another question I was wondering about. If you're charged with both federal and state crimes, would you have to go to two different prisons? Or could you serve all the time in a federal prison? I know very little about this kind of stuff, so it might be a dumb question.

I don't know if I'd go that far. She willingly embezzled money that should be used to make the quality of life for the prisoners a little better all to further her own interests. She might actually care about prison reform, but that doesn't really make me sympathize with her for neglecting to do her job.
