Actually I’m not sure that’s true. Look at the ICCT website (the people who discovered this and told the EPA), they discuss the different standards for testing worldwide

VW being in Tennessee (although technically VA, so within the orbit of DC) has very little to do with this. They deliberately and with malice aforethought broke the law. Toyota didn’t do that, neither did VW
