Just depends on the country. While for Puerto Ricans you might as well be slapping someone’s mom with that language, for Colombians that’s just a part of speech, especially in the tone he was using. The equivalent of damn or crap.
The lights are fully red for the camera driver for the entirety of the video, and presumably there was a red the other way as well, thus allowing the pedestrian to safely cross. The Honda had the right of way and the GMC driver ran the red.
