It does seem like a very strange decision to introduce Hank Pym literally 2 months after the Ultron movie.
The movie already has like 10 main characters, there's no way we need a scene showing the bad guy from 4 movies ago is still in jail. And the Iron Legion was first established in Iron Man 3, and Ultron is clearly an extension of that.
