That track has a 'Dip' in the middle of that turn, you can see it in the vid, I bet that helped initiation quiet a bit.

I do think some forum of inspection is good, but you are right, that rust is a bit extreme, if someone cant walk straight enough to not bump into cars maybe they need the inspection.
