I wouldn't say shady at all...I mean if you're the CEO / CFO / C level employee, you're going to know everything happening in your company at all times...so when exactly is the best time to sell? These scheduled trades at least put some structure to their trading.

$40 Mil is BARELY enough to produce a movie about this! Yet alone to help find a solution. The entire NASA budget is laughably low. it should be 10x the amount. The amount of inventions discovered during the 50's-70's as a result of the rocket program was unreal.
