This makes sense, actually. It takes time for people to change factions. Not everyone is going to do it all at once. We’ve probably just hit a point where so many of them have finally gone for the superior racials that both factions are really feeling the effects.

Props Blizzard. PvP in random unranked BG’s is pretty much all I do in WoW. It’s the most fun and easy to jump into. Botters ruin it. My matches have felt more competitive and fulfilling with a full team on both sides, but it could be in my head.
