the way I found the keep rebellions down was as soon as I took over a city to make sure they don't have to pay taxes until I don't need a massive garrison to keep them happy. Once that happens they are generally loyal and you can turn the taxes back on. Taxes are pretty much the quickest way to rebellion in the games…

empire 2 could easily also be Victoria. I love the massive scale of the Empire game, they could go even bigger, introducing the warring states of china and japan. though that game would truly be massive.

is this game still worth it?

I've gone as far as DLing the game for steam, but i've still never played it. I really want too...it's been a long time since i've actually enjoyed an MMO (since the launch of WOW really).
