As long as you don’t comply to all existing regulations, and seeing that the car is rather poorly adapted to city trafic (and remains legal on 99% of the NY state roads), I don’t think there’s such a problem here.

I don’t know if they have exactly the same regulations down under, but in the US this is quite probably a part103 - “Fly at your own risk and far away from anybody else”. No permit, no registration, nothing. Only a weight limit, and you could p)lead to apply the powered one (254lbs).
