I live in The Netherlands (Amsterdam actually). There is probably more roof surface in the Netherlands than there are roads. Even if there were less roof surface than roads, the lower cost and increased efficiency of roof mounted solar panels outweighs those of road mounted panels. It is a nonsense idea.
