Nope. Reducing the tendency of the car to lift as air flows around it is not downforce. Downforce would be a net increase in downward force, more than the weight of the car contacting the pavement. Reducing lift just stops the air from lifting the car as air flows keeping it close to the normal “weight” it should be.
