Please explain why the federal government should pay for people going to state owned/operated schools while excluding the 4-5 million people attending private schools.
Caps/lifetime limits on graduate/parental debt is a good thing. Schools generally charge what you can finance and the federal government lowering what you can finance effectively drops the net price.
There are millions of students in post-secondary institutions in the US. There are maybe a few hundred thousand in what could be considered top (think top 50ish rankings) schools...
