Nope. what you’re describing is more or less the ADS-B transceiver. Each plane has a unique hex identifier, and it broadcasts its coordinates, flight number, registration, altitude, heading and I think speed. The catch is that the ADS-B also requires a ground base station to receive, so you won’t receive broadcasts

I’m no VW connoisseur, but check to see if any of the parts you need are common to the Brazilian aircooled VWs, the Mexican Brasilia, or even the Mexican Bug. While I don’t guarantee you finding a junkyard full of Brasilias in Mexico, you might be able to find a part or two.

Real time diagnostics, to be alerted if a plane is hijacked (sudden changes in course, altitude, etc), to know if the plane is otherwise in distress (think the Helios crash and the Payne Stewart crash, in both cases the plane flew with all passengers and crew unconscious until it ran out of fuel), etc.
