It needs those visible layers to work towards again. It was better having a confirmed reward at level 3 and 5 plus the random drops. You should be able to work towards a gun and armor piece with good roll that you can only get by grinding all week. Now you could get what you want in package one or never at all.

I’d think it would be as simple as initiating a check to the police stations servers to see if there’s an apb out for your vehicle. You wouldn’t be getting pulled over for speeding, failure to signal, etc so the only reason cops would be pulling you over was on a warrant.
