Actually, the lottery does NOT pay you more each year (like, say, cost of living increase). Instead they give you LESS up front, then increase that amount annually so, by the end of the annuity period, you have received the entire lottery prize (not the lottery prize increased by cost-of-living).

I believe all states have agreements to tax per residency so the winnings maybe would get taxed up front by New York but the winner would get it back and get taxed by their own state later.

In Virginia for an amount that large you just multiply the lump sum cash amount by 0.5725 for a very-close-to-actual estimate of your post tax winnings. Note that Virginia automatically keeps a portion of your Federal and State tax hit but you still owe quite a bit more than that at tax time; that 0.5725 figure takes
