The biggest hurdle in the US is our pervasive selfishness. The majority of the populace can’t be bothered with inconvenience and scoff at the idea of mandated restrictions on just about anything.

Breastmilk has different proteins than cow milk. Breastfed babies having problems when mom consumes dairy is actually pretty common.

There is no lactose in human breast milk naturally so unless she eats a high amount of dairy products there won’t be a problem.
