I took it to be at least through 2015. I would buy a cake for any writer who had the guts to use that as an excuse to officially bring back Amy/Rory, the American president the Master killed, Robin Hood, Shakespeare, or other similarly oddball characters by saying, "Naturally, all dead people are Cybermen."

I took it that Missy had converted literally every human who died pre-2015, including those whose corpses might require reassembly.
