Usually thats not how a character licenses works. Its not "you get to use this character for x amount of time" rather, its per game. They paid to have these characters in this game, if they made another game, they would have to pay again. The game you mentioned must of had a different setup for the rights.

For such a long live show, rehearsals are usually only done for the most important segments. I know back in college we would rehearse our entire show before hand, but they simply dont have the time to do that.
