Ironically, the black prez was raised by his mother’s white family with an assist from a Malaysian step-dad.  By the time he returned to Hawaii, he was a private school kid on the Ivy League track.

What I don’t understand is: Why can the filibuster be undone with a vote total less than the filibuster threshold? Shouldn’t it take 60 votes to kill the filibuster?
