I would be very concerned about keeping the full report under wraps until after 2020.  There is a reason why they are declaring victory before seeing it...

This, I was also under the impression that Mueller was not supposed to submit any conclusions, he was just supposed to submit his findings to the AG.

Not to mention the only person to see the report is the AG, who was appointed by trump. If he was truly found 100% innocent then lets see the full report.

How about developing a strategy that will appeal to the masses instead of the 5-6 people in flyover states?

Agreed, it is mostly swing states that would lose attention, but I have heard the argument that it will diminish the smaller states power/influence as well because nobody will ever visit them again.
