Do you prime first? An eyelid primer should stop your liner from transferring. But that said, I’ve never had an issue with Urban Decay’s 24/7 pencils, even when I’m not using a primer on my lids first.

I’d definitely give liquid a shot. It doesn’t seem to “melt” the way pencils and gel liners do towards the end of the day. I have had certain formulas flake on me though.
