Unfortunately, unskilled labor is the worst. I have a ton of experience with managing to service industry CBAs and they always protect the underperforming or senior members at the expense of the newer members.

Where is this magic labor shortage of which he speaks? Most fields with a living wage are still extremely competitive. It’s the minimum wage, service industry jobs that are seeing labor shortages, at least in my state.
