Also, I have received classic Missingno. L without my name matching the above prerequisites by surfing at Seafoam.

As someone who doesn’t watch NASCAR, is this basically saying that every 20 minutes, regardless of what’s happening, a caution will be implemented and the race will slow down?

If that’s the case, in what possible sense is that a good idea? That would make me want to watch it less, and I already don’t want to watch it.
