Look in to Dust Warfare (not Tactics). Its a newer game, like 2 or 3 years old, but is way cheaper to get into. A box of troops will cost you $15-20 and vehicles go as high as $40. All the models come prebased, and the troops have weighted bases, and the plastic isnt the same brittle plastic that 40k uses.

After much reading and research, I'm pretty sure that this game is going to crash burn into a steaming pile of shit.
