It would be surprising if your DNS requests weren't also being logged by the ISP; however, those records are already safely stored in an NSA data center.
The government already monitors all internet traffic. The sole purpose of the bill is to provide evidence to identify you when your IP is flagged for copyright infringement. Logs are needed because there are 10s of millions of reported violations to sort through (which isn't the case with kiddie porn).
