Paying for parking encourages people to leave the spots, opening them up for others to use. I have no doubt if people didn’t have to pay they would stay longer.

Baltimore recently changed a lot of intersections so that it is actually illegal to you be in the intersection on red at any time, even if you entered on green or yellow. Personally I am in favor of this as it tries to prevent gridlock, but I wonder if this change resulted in your ticket?
