The Vox story was silly. I never assumed this show was a political parallel or even especially interested in politics.
I saw that scene as an implication that his son was in some way directly affected by the fallout from that initial bomb blast. So his collaboration with the Nazi's became even more tragic.
That plot, along with Kido's budding relationship with the hostess, appear to have been victims of the season's sudden change in showrunner.

Unfortunately, the season really doesn't come together at all. There are about five different dropped plot threads, and at least two different major events that the show pretends it's going to do for an episode or two and then swiftly walks back from. Very frustrating.

I find it a little ironic — though in an entirely disappointing way — that some of the loudest voices in the critical chorus, the same chorus that had previously pushed for increased serialisation, are rejecting thoughtful, hyper-serialized works over pulpy schlock.
