They're trying to prevent people from coping and carrying on with their lives, by forcing them to relive the trauma of the initial loss. They also seem to see their bodies/lives as essentially worthless, and the silence, the smoking, and the disregard for other people's lives seems to be part of actively defying…

They're only about halfway through the GR plot from the book. The other stuff is roughly concurrent with the book's material, and there's been a lot of material added — like Gladys, and the two focus episodes.
