That’s the most horrifying part of this already-all-around-horrifying story for me. When she finally got intubated 3 days later, the damage had already been done, and she died the next day.

About 30 years ago, there was a Law & Order episode about this very thing. A child died of an illness that would have been cured with an antibiotic. But the parents went to a church where medicine was forbidden and only praying was allowed. They were charged with manslaughter I think?

As for your other points, I do think change is possible, but it would need to be radical.
