If the fee for in-app purchases was lower than the free for purchasing an app, every developer would just make their app free and then lock the premium aspects behind a paywall.

Problem is that probably a HUGE percentage of sales from apps are in app purchases, because most apps are “free”.

Apple built the mall. They provide the electricity, security guards, food court, merry-go-round, and all the other things that people come to see for all the business that want to use their services to make money.
