It’s actually not. A President, once impeached and convicted, loses his pension and protective detail, among other things, and can no longer offer pardons, such as to those people who participated in the insurrection.

Honestly, it sounds mostly like a playtesting problem. When you rely on the community for playtesting, something like the new user experience tends not to be tested as much, and is affected pretty heavily by player knowledge of events. At least you’ve got a grasp of the bigger picture now!
