GPS has nothing to do with cell reception, they use different hardware in the phone. You can turn off cell reception in your phone and GPS would still function. You'd just need an on-board map to translate the coordinates provided by the GPS into something you can see.

The problem with sprites is that each frame of every movement has to be drawn. That's a LOT of frames with the high framerate of today's games. It's so much easier and less time-consuming (therefore cheaper) to animate a 3d model.
