I had a shirt altered by an in store tailor recently and it cost me an additional $25... Mind you they basically reconstructed the shirt because I didn't want darts so they took the excess out at the sides.
The hems are still often unfinished but the tailoring is rarely free any more. I bought a pair of pants recently from a high end clothing store and they pinned and chalked the legs and then gave you a coupon for 40% off at their "preferred tailor" but they didn't cover the whole cost.
