To force projects to define milestones and create an enforcement arm would be a huge undertaking in terms of cost for Kickstarter. Logistically, it's a nightmare - right

You don't get a say, you may get perks, sure. But this isn't the issue, the issue is, that when a project goes belly up like this, it damages the reputation of the process. It'll make backers weary, and that's not good for developers down the line.
