What country do you live in? Luckily, in every state in the United States, it’s not illegal to lightly tap someone on the shoulder to get their attention. There’s nothing assaultive about that.

When someone is talking in a movie theater “hey can you shut the fuck up?” is a perfectly appropriate ask.

My go to line in the movies is “excuse me, we can hear you,” which operates on the assumption that they don’t know how loud they’re being.  It usually works, unless people just don’t care.
