But it was OK when the Medallions were limited (for 70 years) and all of the medallions went into Manhattan and outer boroughs [yeah, you pre-hipster Brooklyn) couldn’t get a hail.

Medallions are exchanged on the free market. Several years ago, Mayor Bloomberg attempted to increase the number of medallions. The driver unions went bonkers (afraid of devaluing medallion market price).
Ehh, not so fast. The debt issues arise from the ones who purchased medallions at the height of the market. Historically, cabbies (and firms) buy the medallion and let it appreciate over years, then sell it for retirement. In 2013, medallions went for $1.3 million. More recently, around $500,000. They are upside down.…
