I know that in my N.California county pharmacies are required to provide 10 or so hypodermic needles to anyone who asks. I think it's a good policy but more people need to be aware of it.

People can criticize this all they want, but it is a form of harm reduction. Reality is that these drug addicts will continue smoking crack whether or not this machine exists. This just reduces the risk of spreading various diseases (from burns and lesions on their mouth) which could land them in hospital.

I think the thing you need to pair this with is a solid drug treatment system. That way you are making it safer while the addicts are using, but give them a viable escape route if they want to get sober.
