I would guess that the programs would structure required time to be way less than 40 but “strongly encourage” the athletes to workout after hours.

The stipulation is still that they are still student athletes, but simply paid for their time. The students working in the library or the cafeteria still have to qualify to enter the school. They also lose the job should they flunk out of college.

How about simply an hourly salary? If the student working in the cafeteria is paid by the hour, the athletes should also be paid for all the time they are required to be at the training facility and games.
